Maui County Council committees to hold meetings Oct. 7–9

The Water Authority, Social Services, and Parks Committee is meeting on Monday, Oct. 7, at 9 a.m.

On the agenda includes discussions regarding domestic violence awareness. Sanoe Kaaihue, executive director of Women Helping Women, and Jordan Addison, safe, strong and sober program manager of the Domestic Violence Action Center, will be discussing the topic in front of the committee.

Also on the agenda is integrating seal level rise and coastal threats into planning for county beach parks. The committee will hear comments from the Dept. of Parks and Recreation’s Beach Parks Vulnerability and Adaptation Study that assessed the vulnerability of county beach parks to seal level rise and coastal threats and identified adaptation strategies from Catherine “Kitty”Courtney, PhD, Senior Marine Environmental Scientist, Tetra tech, Inc.; Wesley Crile, coastal dune restoration specialist at the University of Hawai’i’s Sea Grant College Program, as well as representatives from the Dept. of Parks and Recreation and the Department of Planning.

The Efficiency Solutions and Circular Systems Committee will meet on Monday, Oct. 7 at 1:30 p.m. The committee will review Resolution 24-155, entitled “Authorizing the council chair to issue a request for proposals for a feasibility study of a county department of grants management.” Resolution 24-155’s purpose is to authorize the council chair to issue a Request for Proposals to perform a feasibility study of a County Department of Grants Management.

The committee may receive presentations on grants management from Leonard R. Gouveia, Jr., executive director, research corporation of the University of Hawai’i and from administration representatives. The committee may consider whether to recommend adoption of Resolution 24-155, with or without revisions. The committee may also consider the filing of Resolution 24-155 and other related action.

The budget, finance, and economic development committee will meet at 9 a.m. on Tuesday, Oct. 8 to discuss Bills 137 and 138, related to the the Fiscal Year 2025 budget for the county’s revenues and department of water supply, water operations program as well as a possible amendment related to estimated revenues and office of the mayor, economic development program, grants and disbursements for culture, arts, and tourism.

The Government Relations, Ethics, and Transparency Committee will meet at 1:30 p.m. on Tuesday, Oct. 8. On the agenda is Resolution 24-162, relating to the approval of a settlement of a claim that defendant police officers, Maui County Police unlawfully shot Nathaniel Na Wa’e Wa’e Makala Ka Kai Naki on April 30, 2023, on the island of Molokai and that the injuries suffered resulted in the Decedent’s death.

The Housing and Land Use Committee will meet on Wednesday, Oct. 9 to discuss options for addressing the county’s housing inventory, including developing entitled county-owned properties for long-term leaseholds, deed restriction programs, tax incentives, and other housing solutions.

The Committee may receive presentations from the Department of Housing and the Department of Planning relating to options for addressing the county’s housing inventory.

The Disaster, Resilience, International Affairs, and Planning Committee will meet on Wednesday, Oct. 9 at 1:30 p.m. to discuss matters relating to post-disaster community planning and infrastructure resiliency, including a draft resolution urging the administration to initiate updates to the West Maui Community Plan in alignment with West Maui’s infrastructure plans in the aftermath of the August 2023 wildfires.
