Where are improvements to Maui’s water system?

Last time I checked, the water we receive is a gift from God.

The water department and East Maui Irrigation only have to pay for maintaining and creating infrastructure. Most of the costs for infrastructure are passed on to hotels and construction companies.

Last time I looked, it has been raining for months on the east side, so it seems to me drought is a convenient term used because in the 45 years since I have been here very few improvements have been done.

The water is taken from my rivers in Hana, which only run rarely now, and sent to the sugar cane fields, etc. How about some new reservoirs to catch all this water we have been given lately? My daughter in Kula can't even drink her water. Maybe we should withhold payment of our water bills until it is shown that the money is actually being used for improvements.
