Naming a successor could become a precedent

When a passing legislator recommends a successor to the governor before he passes and that person gets the position, it now becomes what could be considered past practice, so now every legislator before their passing can name their successor.

See what can happen?

Democratically speaking, the process is already in place which is fair, how the governor accepts applicants from interested parties and makes his selection.

The other way might work this time. What happens next time when a not-so-popular legislator passes and he recommends a successor? What's good for one is good for the other, isn't it?
